The DPWH has already notified everyone of their intention to ease up traffic at the Lacson-Espana Intersection by putting up a flyover along Lacson Avenue (see the draft figure). As you know UST is opposed to the plan because the flyover will disrupt the university’s operations (vehicular noise), add the value of the campus as a National Heritage Site as another viable argument. It will surely block the view of the campus. I think the problem is many things will happen in this intersection, in the rail tracks nearby will rise the NLEX-SLEX connector Road, the Right of Way or Air Rights above Espana might be reserved for the Proposed MRT-9 project.
There are three options, a roundabout (like the Welcome Rotunda), a flyover or an undepass or like what is now being constructed in Araneta - Quezon Avenue Intersection. But here are the pros and cons of each options.
Flyover
Pros:
- Cheaper and faster to construct and demolish
- Easing up of congestion and lessening of conflicts (possible collisions in intersections)
- Lesser operational costs
Cons:
- Aesthetic Blight in the Area
- Pollution will be observed at the beams of the structure
Underpass
Pros
- No aesthetic blights
- Easing up of Congestion and Conflicts
- Better for Pedestrians to cross streets
Cons
- Double the cost of a flyover. Excavation alone costs very much.
- More materials to be needed since structural supports have to survive the strongest possible earthquake.
- More time needed to finish (fastest possible is 15 months) so more traffic mess
Roundabout
Pros
- No conflicts, easy and smooth flowing traffic
- Could be an easthetic accent to the area
Cons
- The more lanes, the more area you have to eat up for the circular road if ever you have more space left.
- Each roads have different characteristics, one solution might be only good for one road.
I gave you three viable options, it’s up to you to judge what’s best for the area. This is all the possible alternatives for you to measure up.

EDSA, formerly known as Highway 54. When the avenue was constructed during the presidency of Manuel L. Quezon, it was named 19 de Junio (June 19), after the birthday of national hero José Rizal.
